This study aims to analyze the Intentionality of the text in Sultan Haitham’s speeches that draws the features of Oman through the visions and ideas it contains that require community partnership towards a constructive process that completes the renaissance initiated by The Late Sultan Qaboos bin Said. The problem of the study lies in the fact that despite the moral, cognitive and value of the speeches of Sultan Haitham, they didn’t receive ample attention from researchers to reveal their semantic levels and the intent of the text that were included in the linguistic employment within the context of these speeches. In addition, the extent to which the context and circumstances of the speech influence the choice of verb tenses, and the relationship of the context to the time duration and the number of words in each sultan’s speech. The researchers chose the pragmatic theory as an approach in this study. The study concluded that there is consistency between the linguistic lexicon utilized and the intent and conditions of the speech, and the consistency of the time duration of the speech with the communicative message that that the text creator seeks to give. Also there is an impact of the discourse context on the choice of verb tenses, and present tense verbs formed a remarkable presence in contexts that talk about the process of building Oman and future plans, and imperative verbs did not appear in Sultan Haitham’s speeches except in one Qur’anic verse.

Oman's leadership transition from Qaboos bin Sa‘id to Haitham bin Tariq validated Al Sa‘id authority in more ways than one. While the 15th Al Sa‘id sultan has only been in power for slightly more than four years, his initial governance preferences indicate that he will manage with poise. Haitham has developed a new doctrine that emphasizes wealth creation, acceleration of education levels, ensuring norms of social security, improving civil rights, and promoting closer ties with the sultanate's neighbors. In key speeches, he has promised to address core challenges and, over the course of four years, has ushered in laws that translate his pledges into actions. This preliminary assessment of Haitham evaluates his early decisions, appraises his declared priorities, and identifies his major preferences. It further highlights some of the internal as well as foreign challenges that confront Omanis. Given his measured and contemplative personality, Haitham has adopted pragmatic policies to preserve and defend Omani interests—not only to continue on his predecessor's path but to further validate long-term Al Sa‘id aspirations.

The Sultanate of Oman has been consistently able to maintain its stability of security and stay away from the claws of terrorism, increasing the efficiency of its national counterterrorism strategy. This article explores local and international reports that measure Oman’s current terrorism’s status, and the reasons behind Oman’s ability to stay terrorism-free, particularly in light of the ever-increasing number of terrorist attacks and incidents in the Arabian Gulf region and the appearance of terrorist groups in nearby states. This research endeavors to analyze the existing knowledge to clearly understand the Omani approach and strategy in counterterrorism. The data collected for this research are extracted from semi-structured interviews and from policy analyses achieved through observing procedures, reviewing related legislation, and a detailed review of all previously associated policies. This research is exploring how the Sultanate of Oman defines terrorism, examining the elements of the Omani national counterterrorism strategy, and understanding the different phases of the Omani counterterrorism strategy. It recommends that the Sultanate of Oman should maintain a defensive approach to its national counterterrorism strategy to face terrorism and ensure its stability of security.
