ملخص: تهدف هذه الدراسة إلى التحقق من نسبة كتاب الوضع إلى الشيخ أبي زكرياء الجناوني (ق05-06هـ/ 11-12م) الذي اشتُهِر بنسبة الكتاب إليه شهرة مستفيضة مع وجود بعض الشكوك في نسبة الكتاب إليه من بعض العلماء قديـمًا وبعض الباحثين حديثًا، وذلك من خلال استعمال المنهج الوصفي والمنهج الاستقرائي والمنهج التحليلي، والرجوع إلى نصوص العلماء والباحثين، وفهارس المخطوطات، وأهم نتيجة انتهت إليها الدراسة أن كتاب الوضع من المستبعد جدًّا أن يكون الشيخ أبو زكرياء يحيى بن الخير الجناوني هو من قام بتأليفه؛ وأنَّ مُؤلِّفَ كتاب الوضع عالـمٌ إباضيٌّ من جبل نفوسة بليبيا، عاش ما بين نهاية القرن السادس الهجري ونهاية القرن السابع الهجري

This contribution studies the complex arrangement of legal, socio-economic, and technical aspects of the aflāj (s. falaj) water distribution and irrigation system, and how they have shaped communities and built environments in Oman, where the falaj has provided the virtual lifeline of oasis life since the first millennium BCE. Three case studies of falaj communities are presented, Birkat al-Mawz, al-Ḥamrāʾ, and Misfāt al-ʿAbrīyin, which developed during the prosperous early-Yaʿrubi period in the mid-eleventh/seventeenth century. It investigates the extent to which the Ibāḍī-Islamic legal framework allowed flexibility for the local governance, management, and organisation of this ancient system, and its adaptation to diverse demographic, environmental, and emergent socio-political conditions.

Among the conceptual foundations on which scholars of modern Islam have built their narratives for decades, ideas such as “reform” and “reformism” have been singled out for charges of Eurocentricism and Orientalism. At the same time, research on early modern Islam leads us to question the specificities of these nineteenth and twentieth-century concepts. Building on this scholarship, this article examines the case of Algerian Ibadi reform (iṣlāḥ) in order to reassert the specificity of the early twentieth century as a moment when Islamic concepts acquired new meanings, but also as a moment of deep entanglements between Islamic and colonial knowledge production. It shows that a systematic understanding of iṣlāḥ as social and religious reform linked to the idea of progress developed only during the interwar period. It also demonstrates that the emic and etic uses of iṣlāḥ and “reform” developed together, a result of the confluence between modern Islamic scholarship and scholarship about Islam in the early twentieth-century Algerian colonial public sphere. Thus, the conceptual history of iṣlāḥ warns us against approaches that consider emic and etic categories bounded entities and invites us instead to unravel their complexities.

Cet article propose une nouvelle lecture de la médiation dans le tourisme et le patrimoine. En examinant les initiatives des potiers du village de Guellala (Djerba, Tunisie) à la suite d’une crise économique, nous verrons comment ces acteurs réinventent leurs relations avec les touristes tout en réinventant leur espace et leurs produits. C’est ainsi que ces acteurs parviennent à s’évader de la tradition artisanale aliénée à l’industrie du tourisme pour intégrer une nouvelle dynamique qui leur permet de reprendre possession, à leur façon, de la présence touristique, contrairement aux tisserands du centre urbain de Houmt Souk, qui ont soit renoncé à la tradition artisanale pour se lancer dans la production industrielle, soit se sont reconvertis en employés d’hôtels. Les acteurs résilients du village de Guellala parviennent à médiatiser de manière informelle leur patrimoine artisanal de manière aussi improvisée (relocalisation de leurs ateliers du village à la route) que stratégique (s’associer à un chauffeur de taxi pour faire l’éloge de leurs nouveaux produits et recruter les clients). Ainsi pouvons-nous dire que la médiation informelle se base sur le capital social qui assure une mobilisation autour de plusieurs éléments que ces acteurs ont en commun.

Les territoires deviennent des « décideurs à part entière » suite à la décentralisation et la mise en place de la gouvernance locale. Ce qui pousse les territoires à veiller à l’efficacité des décisions à travers un minimum de performances leur permettant de s’offrir un pouvoir concurrentiel dans un monde changeant. C’est dans l’exploitation des informations offerts par l’Intelligence économique que les territoires doivent s’investir pour bâtir des systèmes d’intelligence territoriale permettant de subvenir aux exigences de l’optimalité des décisions. Nous essayons de revenir théoriquement sur les notions de l’intelligence économique et territoriale ensuite nous proposons une architecture du système d’intelligence territoriale dédiée au territoire objet de l’étude et portant sur le thème de prise de décision, ce système est conçu par capitalisation de l’expérience des parties prenantes portant sur l’évaluation des projets débouchant sur la formulation d’une grille d’évaluation et une cartographie mettant en relief leurs intérêts. Nous procédons enfin à un essai pratique de l’outil proposé afin d’expérimenter sa validité pratique. Notre travail a permis l’obtention d’un modèle d’évaluation utile avant ou après réalisation des projets compte tenu des principes de la bonne gouvernance auxquels les acteurs territoriaux se sont mis en accord.

This chapter analyzes the development of constitutionalism in Oman over three historic phases. It examines the establishment of the modern Omani state, and sheds light on the power struggle between the absolutist ruler, Sultan Saʿid bin Taimur al-Saʿid, and his reformist brother, Tariq bin Taimur al-Saʿid, the first serious attempt to introduce constitutionalism in Oman calling for limiting the Sultan’s power and transforming Oman into a constitutional monarchy. It details first how British authorities intervened as intermediaries in this power struggle, bolstering the Sultan’s powers and entrenching absolutist monarchy in Oman. The chapter then examines the events surrounding the late Sultan Qaboos’s issuance of the Basic Law – enacted during his twenty-sixth year in power – and situates it as a response to internal and external pressures within Oman and in the Gulf region in the mid-1990s. The chapter moves then to describe a movement for greater power-sharing emerging as part of Arab Spring-inspired protests in 2011 and describes some of the minor constitutional amendments enacted by Sultan Qaboos that year, which did little to alter the status quo. Finally, it examines the Sultan’s passing away in January 2020, the appointment of Sultan Haitham as successor, and his enactment of a new constitutional document intended to stabilize governance in Oman and devolve some authority to his inner circle, while largely avoiding a larger disruption of power dynamics.

A high frequency of sprouting (85.0%) and shoot differentiation is observed in the primary cultures of nodal explants of Malus domestica L. cultivar Douce de Djerba on MS medium supplemented with BAP (1.0 mg.L−1) plus IBA (0.1 mg.L−1). In vitro proliferated shoots are multiplied rapidly by culture of shoot tips on MS medium with BAP (1.0 and 2.0 mg.L−1) which produce the greatest multiple shoot formation. The BAP has a positive effect on the multiplication and growth, but a concentration that exceeds 4.0 mg.L−1 decreases the growth. A high frequency of rooting (66.7%) with development of healthy roots is observed from shoots cultured on half strength MS medium enriched with IBA (3.0 mg.L−1) and 2.0 g.L−1 of activated charcoal. Plants with well developed roots were transferred to soil with a survival frequency of 60%.

L'eau mer probablement utilisée sur nombreux littoraux pour la préparation des pâtes céramiques. Les potiers tunisiens (à Nabeul ou à Djerba) qui ont observé son pouvoir décolorant sur les argiles qu'ils exploitent l'utilisent pour fabriquer certains types de vases. Le blanchissement qui résulte de l'utilisation de l'eau de mer se manifeste uniquement pour les argiles riches en calcium. Les expériences réalisées montrent que la présence conjuguée du carbonate de calcium présent dans l'argile et des chlorures contenus dans l'eau de mer est responsable de cette décoloration. Ce travail examine aussi l'influence de l'eau de mer sur la composition chimique des pâtes calcaires. Elle se traduit par une augmentation des proportions de sodium et de magnésium et par une diminution importante du pourcentage de potassium. L 'élimination partielle de ce dernier élément tirerait également son origine de la présence conjointe du calcium et du chlore. Il est en outre démontré que la quantité de potassium perdu est une fonction croissante des teneurs initiales en calcium et en chlore de la pâte et de sa température de cuisson. Ces données éclairent d'un jour nouveau certaines anomalies de composition qui étaient jusqu'à présent mal perçues ou mal interprétées. Elles remettent aussi en question les modes opératoires de l'analyse chimique de certains constituants. *

Italian libraries and museums house a large number of Arab and Islamic manuscripts, but only a few of them have Ibāḍī collections. The central municipal library Biblioteca Sormani, located in Milan, retains a group of Ibāḍī Islam manuscripts, known as Griffini. I have selected, among the others, a poem written by ‘Alī b. al-Ḥāǧǧ Ibrāhīm Muḥammad al-Nalūtī, whose script I have studied, focusing on the vocalization. I have analyzed each verse, deciphering as much as possible and providing a commentary. This poem is composed of thirty-eight verses, mostly about ḥamāsah (war poetry) and madīḥ (praise) and is written in semi-classical Arabic. The introductory verse is composed in al-raǧaz metre: mustafʿilun mustafʿilun mustafʿilun.

Throughout the second century AD, the civic centres of the wealthy coastal cities of Africa Proconsularis underwent deep-rooted changes. Up to this point local stone had been largely employed for their buildings, but from the Hadrianic period onwards there was an increasing use of marbles, which were imported with considerable efforts and at great expense. These marbles came primarily from Italy, Greece, and Asia Minor, and brought with them new architectural concepts, as well as architects and artisans who have been generally identified as ‘Italian’ and ‘Eastern’ in past scholarship. This article will examine a temple, a structure presumed to be a portico, and a basilica from the harbour city of Meninx, located in southern Djerba (Tunisia). The exceptionally good preservation of these buildings’ architectural components and the documentation produced during their on-site recording in 2017–18 allow for a detailed understanding of their original building processes. This will show how mobile the building industry of the Roman Empire was during the second century AD, which in turn challenges any attempts of an overly schematic territorial placement of architectural concepts, building traditions, and the provenance of the artisans themselves., إلقاء نظرة على أعمال البنائين : المهندسين المعماريين والحرفيين الأجانب والرخام في مننكس (جربة), يوهانس ليبس, خلال القرن الثاني الميلادي، خضعت المراكز المدنية للمدن الساحلية الغنية في أفريقيا بروكونسولاريس لتغييرات عميقة الجذور. وحتى تلك اللحظة، كان الحجر المحلي مستخدماً إلى حد كبير في مبانيها، ولكن منذ عصر هادريان وما بعده كان هناك استخدام متزايد للرخام، والذي تم استيراده بجهد وتكلفة كبيرين . جاءت هذه الكتل الرخامية بشكل أساسي من إيطاليا واليونان وآسيا الصغرى، وجلبت معها مفاهيم معمارية جديدة، بالإضافة إلى مهندسين معماريين وحرفيين تم تحديدهم في الدراسات السابقة عموماً على أنهم ”إيطاليون “ و ”شرقيون “. ستفحص هذه المقالة معبداً، ومعلم يُفترض أنه رواق، و باسيليكا من مدينة المرفأ مننكس الواقعة في جنوب جربة (تونس ). حيث سمح الحفظ الاستثنائي الجيد على المكونات المعمارية لهذه المباني والوثائق التي تم إنتاجها أثناء التوثيق في الموقع في 2017–2018 على فهم تفصيلي لعمليات البناء الأصلية. و سيوضح هذا كيف كانت صناعة البناء في الإمبراطورية الرومانية متحركة خلال القرن الثاني الميلادي، و التي بدورها تتحدى أي محاولات مفرطة لوضع اطار إقليمي تخطيطي لمفاهيم معمارية، وتقاليد بناء، و موطن الحرفيين أنفسهم .

L'auteur, qui a dirigé pendant quatre ans un groupe de cent tisserands dans l'ile de Djerba, et qui s'est intéressé aussi à une association de maraîchers, réfléchit sur ses expériences. Il constate que les habitudes religieuses de base de l'Islam ont accoutumé les gens à se grouper en corporations, que celles-ci ne fonctionnent pas sur des schémas venus de la capitale, mais grâce à une confiance réciproque, résultant de contacts personnels, et à une claire conscience du bénéfice matériel qu'elles peuvent apporter. Il définit également avec pertinence l'attitude que doit avoir le conseiller technique européen, et le rôle qu'il peut jouer dans les pays en voie de développement (résumé de Maghre-Machrek, 1972/1, n° 49)
